2019 RHODE ISLAND PEPSI USBC YOUTH CHAMPIONSHIPS

RULES AND FORMAT

 

 

1.       The Pepsi USBC Youth Championships is certified by the United States Bowling Congress (#00000) and governed by USBC rules and is open to all qualifying sanctioned USBC Youth members.

 

2.       With all leagues within our association using either BLS or Perfect Secretary to manage their leagues all paperwork, which includes your Pepsi Worksheets that your qualifiers initial, MUST be a computer generated completed form. NO HAND WRITTEN FORMS WILL BE ACCEPTED !!

 

3.       One time entry.  If an individual qualified and cannot participate in the state competition, replacements will be eligible based on order of finish in previous qualifying event.

 

4.       Qualifying will take place during two, two-week periods the first from November 3, 2018 through November 11, 2018 and the second window from January 12, 2019 through January 20, 2019.

Athletes must remain in the division in which they have qualified, and cannot advance out of       league level more than once. Violation to any of the above rules would result in disqualification.

 

5.       Advancement ratio from league level to state is 1 for every 5 entries per division, or minor fraction thereof, including last place ties.  In all cases at least one person per division, shall advance.  The advancement ratio shall be applied uniformly to all eligible divisions. The Base number for each Division is the number of individuals that were present at least one week to participate. (Example 1 to 5 bowlers qualifies 1), (6 to 10 bowlers qualifies 2 and so on).

 

6.       Advancers out of the league level must remain in the division they qualified in during all subsequent levels. If a bowler advances out of league level in more than one state/zone, the bowler must declare one state/zone to continue competing in before the next competition level. Participation in any level of competition past the league level in more then one state/zone will result in automatic disqualification. Bowlers must declare at the time of their first qualifying window within EACH league if they choose to “opt up” to a higher age division. All bowlers that choose to “opt up” MUST COMPLETE an “OPT UP” form prior to competition.

 

7.       State competition will take place Cranston Bowl  - 1450 Elmwood Ave  -  Cranston, RI               401-467-8850. Championship competition for U8, U10, and U12 Divisions Boys and Girls will be on February 17, 2019 at 12:00 noon.  Championship competition for U15, U17 and U20 Divisions; Boys and Girls will be on February 24, 2019 at 10:00 am.

 

8.       Entry closing date is February 02, 2019.  Names, addresses, telephone numbers, date of birth, social security number for all qualifiers along with the state tournament entry fee must be submitted to the tournament director listed below by the closing date.

 

9.       Divisions are based on participant’s date of birth. Athletes must choose the division in which they will compete. Competition shall be conducted in the following divisions. ALL DIVISIONS ARE SCRATCH

 

       Boys Division U8, U10, U12, U15, U17and U20.

 

       Girls Division U8, U10, U12, U15, U17 and U20.

šU8 Boys            Bowlers whose birthdate is 8/1/2010 or later               šU8 Girls

šU10 Boys          Bowlers whose birthdate is 8/1/2008 thru 7/31/10       šU10 Girls

šU12 Boys          Bowlers whose birthdate is 8/1/2006 thru 7/31/08       šU12 Girls

šU15 Boys          Bowlers whose birthdate is 8/1/2003 thru 7/31/06       šU15 Girls

šU17 Boys          Bowlers whose birthdate is 8/1/2001 thru 7/31/03       šU17 Girls

šU20 Boys          Bowlers whose birthdate is 8/1/1998 thru 7/31/01       šU20 Girls

 

10.    Divisions U8, U10 and U12 will bowl three games. Total pinfall will determine the top three bowlers in each division. The top three bowlers from each division will then bowl in a stepladder final with the number three competing against the number two bowler. The winner of that game will then bowl against the top bowler from the respective division.

 

 

11.    Divisions U15, U17 and U20 will bowl six games, with a lane shift after the first three- (3) games.  Total pinfall will determine the top three bowlers in each division.  The top three bowlers from each division will then bowl in a stepladder final with the number three competing against the number two bowler. The winner of that game will then bowl against the top bowler from the respective division.

 

12.    The Semis and Finals will be conducted on lanes that the finalist have not previously bowled on.

Award and scholarship fees will be returned 100% to the bowlers. Funds are kept by S.M.A.R.T.  (Account# 8544) and may be accessible by contacting the SMART.at 1-800-514-2695 Ext 8292

14.    All bowlers must wear suitable attire. No hats/caps allowed. There will be NO smoking allowed for parents, guests or athletes on the concourse or in the settee area. Smoking is allowed only in designated areas.

15.    No substitutes will be permitted once athletes have started tournament play. However, replacements may be used for bowlers not present 15 minutes prior to the start of bowling as stated in rule 3. Replacements must be from the same window, same league and same center as the “no-show” bowler. They must follow the order of advancement within that window/league.

16.    Competitors shall be allowed 1 practice ball on each of their starting lanes, for the qualifying, semi-final and final rounds.

17.    A bowler arriving late shall begin play and the score shall count beginning with the frame then being bowled.  Frames missed shall be credited with a zero. Frames will not be made-up.  A bowler not present when it is his/her turn shall be credited with a zero for that frame.

18.    Only bowlers and tournament officials shall be permitted in the settee area.

19.    Ties will be broken by a one game roll-off. Should a tie still exist, it will be broken by an additional 9th and 10th frame roll-off. (Refer to rule 326a).

20.    Claims for errors in scoring or general playing rules must be made to the tournament director no later than the start of the next block or 30 minutes after the completion of the competition.  The tournament director shall decide upon questionable errors.  All other protests must be confirmed in writing to the tournament director within 72 hours.  Each protest under this rule must be specific in itself.

21.    Symbolic awards will be given as follows: Trophies will be awarded to each of the three top division bowlers.

22.    Scholarships will be given as follows: 

 

        Division U12, U15, U17 and U20 Boys 1st    Place $150.00

       

        Division U12, U15, U17 and U20 Girls  1st   Place $150.00

 

        Division U12, U15, U17 and U20 Boys 2nd   Place $100.00

 

        Division U12, U15, U17 and U20 Girls 2nd   Place $100.00

 

        Division U12, U15, U17 and U20 Boys 3rd   Place $50.00

 

        Division U12, U15, U17 and U20 Girls 3rd    Place $50.00

 

23.    The First-place winners of the U12, U15, U17 and U20 Divisions both Boys and Girls will advance to the 2019 Junior Gold Championships on July 13-20, 2019 Detroit, Michigan. They must be USBC Junior Gold Members to advance to the Junior Gold Championships. Bowlers without a current Junior Gold Membership must purchase a Junior Gold Membership prior to July 1, 2019. USBC will waive the $200 (U20), $150 (U15) & $100 (U12) entry fee for these athletes. These athletes will compete for additional scholarships available to all athletes at the championships, as well as other prizes and awards. All U.S. citizens are vying for a spot on the USBC Junior Team USA 2020 to represent the United States in national and international competition. If the U12, U15 and U20 Division Champion is unwilling or unable to become a Junior Gold member they will not advance to the Junior Gold Championships. However, the athlete will still retain the State Scholarship, but the berth to the Junior Gold Championships will be awarded to the next eligible athlete. Proceeds from fund raisers and raffles marked for Junior Gold winners conducted during the year will distributed evenly to the 6 athletes going to the Championships to help defray their expenses.

 

24.    Because we award to the athletes that advance to the Junior Gold Bowling Championships a stipend to help with travel costs, if said athlete has earned a Junior Gold spot through another qualifying event throughout the current bowling season the athlete will keep their first spot earned. Said athlete will still receive stipend and/or scholarship earned in the Rhode Island Pepsi USBC Youth Championship Tournament.

25.    Eligible Advancers must agree to bowl in the Junior Gold Championships or, failing to do so, you agree to waive all rights. Replacements will be selected based on order of finish in their division at the state level.  Replacements will incur all costs of changing the airline ticket, if applicable. If the eligible advancer decides not to attend the Junior Gold Championships, and does not give at least a 2 week notice, the state scholarship won may be withdrawn. The state tournament committee will make this decision.

 

 

26.    The Rhode Island Pepsi USBC Youth Championship Tournament Committee shall determine all matters not covered by these rules and regulations and The National Pepsi USBC Youth Championship Tournament Committee reserves the right to accept or reject any participant.
